CARL Warns of National Failure if Sierra Leone Fails to Implement Tripartite Recommendations
The Center for Accountability and the Rule of Law (CARL) has issued a compelling call to the Government of Sierra Leone (GoSL) and the main opposition party, All People’s Congress (APC), emphasizing the urgent need to implement the recommendations outlined in the recently released tripartite report.
The head
of programs at CARL, Jeremy Ben Simbo, made this appeal on July 4th, 2024, at
the organization’s office on Circular Road, Freetown. Simbo highlighted the
critical importance of adhering to the report’s recommendations, warning that
failure to do so could endanger the nation's stability.
The
tripartite report was formulated following last year’s multi-tier elections,
during which the APC Party contested the results, citing electoral fraud, and
subsequently abstained from government participation. Interventions by ECOWAS,
the African Union (AU), and other international partners led to a communiqué,
resulting in the establishment of a tripartite committee. This committee was
tasked with addressing electoral grievances and proposing reforms to enhance
the electoral process.
On
July 1st, 2024, the committee presented its findings to the President,
detailing 80 recommendations aimed at fostering a conducive environment for
free, fair, and transparent elections. These recommendations are intended to
ensure that election outcomes are acceptable to all stakeholders involved.
Simbo emphasized the necessity of effectively implementing these recommendations, acknowledging past challenges in translating policies and laws into impactful actions.
CARL called on all stakeholders including the government, opposition
parties, international partners, and citizens to collaborate closely in the
implementation process to uphold electoral integrity.
Reflecting
on regional consultations, CARL expressed optimism about the prompt and
collaborative execution of the recommendations, which were developed with a
bipartisan spirit. The NGO stressed the importance of an inclusive and
accountable implementation process, urging continuous consultation and
engagement with all parties involved.
CARL
also appealed for sustained technical and financial support from development
partners throughout the implementation phase. They highlighted the need for
consistent and dedicated resources to ensure the recommendations are
effectively put into practice.
The
tripartite report’s recommendations cover a wide range of electoral reforms.
Key proposals include enhancing voter registration processes, improving the
transparency of vote counting and result announcement, and strengthening the
independence and capacity of electoral bodies. Additionally, the report
advocates for revising legal frameworks to address electoral offenses and
ensure accountability.
CARL’s
plea for unity and commitment among Sierra Leonean stakeholders underscores the
importance of upholding democratic principles and ensuring credible electoral
processes in the future. The NGO reiterated that successful implementation of
the recommendations is crucial for maintaining national stability and fostering
trust in the electoral system.
CARL’s call to action highlights the urgency and importance of
